Prince Edward Island rewards a different style of boiler business. The market is small, so a company's reputation reaches a large share of its potential customers, and each lost customer is harder to replace. In that setting, the unit economics favour keeping customers for a long time over buying new ones at scale.
The market and the buyers
On Statistics Canada's 2023 figures, oil is the main heating energy in 28% of Island homes, electricity in 18% and wood in 8%, and a heat pump is the main system in 36%. That is the highest heat pump share among the provinces in our data. Where a home runs a heat pump alongside an older oil boiler, the boiler still needs a company to look after it.
Charlottetown, Summerside and Stratford are the main centres, with Three Rivers and Cornwall nearby. Distances are short by Canadian standards, which keeps travel costs per visit modest.
Climate and seasonality
The Gulf softens the Island's winters a little, but they are still cold and snowy. For economics:
- Homes with a heat pump and an oil boiler still need the boiler serviced, so agreements remain relevant even where the heat pump does most of the work.
- Cold snaps are when the backup system matters most, which makes repair response a selling point.
- Autumn is the window for agreement renewals and planned replacements.
Regulators to know
We link these so you can check requirements yourself.
- PEI's inspection services require a Mechanical Contractor Licence for boiler and pressure vessel work, with the current three-year cycle ending December 31, 2027, and an LP Gas Personnel Licence for people servicing propane appliances.
- The Workers Compensation Board of PEI covers workplace insurance, and PEI Apprenticeship covers trade certification.
- PEI Consumer Protection covers consumer matters.
Programs relevant to boiler economics
As of October 2026, confirm each program with efficiencyPEI or the province before mentioning it.
- The efficiencyPEI Free Heat Pump Program and its oil-to-heat-pump stream show applications as closed.
- The residential heat pump equipment rebates ended on April 15, 2026, though purchases from the prior year may still apply within one year of purchase.
- Under a June 2026 federal agreement, PEI is expanding its free attic and basement insulation program for income-qualified homeowners.
With heat pump rebates paused, the comparison between replacing an oil boiler and adding or upgrading a heat pump may have changed for some owners. A boiler company should re-test its close rates rather than assume last year's pattern holds.
Why small markets change the arithmetic
In a small market, the allowable cost per install described in our guide is only half the story. The other half is how long a customer stays. A member who renews for many years, refers neighbours and returns for the next replacement is worth far more than the first job suggests, and losing one to a poor experience costs more than in a large city.
An illustrative Island check
For illustration, if a Charlottetown member pays $230 a year, contributes $60 after the visit and stays seven years, the plan alone is worth $420 before any repairs or the eventual replacement. Losing that member to a poor experience costs far more than one missed invoice.
How we would approach marketing in PEI
- Put the agreement base first. Service agreement programs suit a market where customers stay local and talk to one another.
- Keep paid search narrow. Fund a handful of specific terms and judge them through unit-economics tracking.
- Serve dual-system homes well. Pages and offers for homes with both a heat pump and a boiler, built with parts and repair margins in mind.
- Invest in reputation. A strong Google Business Profile and honest communication matter a great deal in a market this size.
We are a marketing service, not a PEI contractor, and we never install or service equipment. See the areas overview for other regions.
Frequently asked questions
What licence does boiler work need in PEI?
PEI requires a Mechanical Contractor Licence for boiler and pressure vessel work; the current three-year cycle ends on December 31, 2027. Propane appliance work needs an LP Gas Personnel Licence. Check the province's inspection services directly.
Are efficiencyPEI heat pump rebates still available?
The residential heat pump equipment rebates ended on April 15, 2026, and the Free Heat Pump Program page says applications are closed. Purchases within the prior year may still qualify within set limits, so confirm with efficiencyPEI.
Is paid search worth it in such a small market?
Sometimes, in small and specific doses. With limited search volume, a few well-chosen terms and a strong Google Business Profile often do more than a broad campaign. Tracking tells you which.
